China urges implementation of resolution on cross-border humanitarian access to Syria

UNITED NATIONS, July 14 (Xinhua) -- China on Monday called for practical implementation of a resolution adopted by the UN Security Council to authorize cross-border delivery of humanitarian aid to Syrians in desperate need.

Liu Jieyi, China's permanent representative to the United Nations, made the appeal at a meeting of the Council which unanimously adopted Resolution 2165 aiming at increasing access to civilians in difficult-to-reach areas by authorizing the delivery of assistance across borders and conflict lines.

Liu pointed out the unanimous support enjoyed by Resolution 2165 reflects the "important consensus" of the Council and of the international community on Syria's humanitarian issue.

"China calls on all parties in Syria to practically implement the resolution and other relevant Council's resolutions and presidential statements," Liu said, stressing that the international community should "adhere to the neutral and impartial nature of humanitarian assistance, and avoid politicizing humanitarian issues and militarization of humanitarian actions."

In carrying out humanitarian relief, the UN and other humanitarian agencies should act in strict accordance with the mandate of the resolution, respect Syria's sovereignty, independence, unity, and territorial integrity, follow the guiding principles of the UN humanitarian assistance, and try to gain the understanding, support and cooperation of the country concerned, Liu stressed.

"To actively cooperate with the UN and international community in their humanitarian efforts, neighbors of Syria should actively support the work of the UN and humanitarian agencies, so as to ensure the early deployment of the monitoring mechanism, and unhindered delivery of humanitarian supplies," Liu said.

The Chinese ambassador reiterated China's support to the efforts by the international community, especially by the UN, to ease Syria's humanitarian situation. "We support the due role by the Security Council in this process."

The unanimous adoption of the resolution once again proves that as long as all parties bear in mind the interests of the Syrian people and meet each other half way, consensus and vigorous actions of the Council on the Syria issue are possible, he stated.

The Chinese envoy reaffirmed that political solution is the only way out of the Syria crisis, calling on the international community to stay the course of political solution, and continue to engage in coordination and cooperation.

"China calls on all parties in Syria to effectively implement Geneva Communique, launch an inclusive political transition, and find a "middle way" that takes into account Syria's national conditions and accommodating the interests of all parties concerned, in order to achieve a political settlement of the Syria issue," Liu said.

Liu added that China has been, on many occasions and through multiple channels, providing large amount of humanitarian assistance to Syria and its neighbors. It will continue to actively work for comprehensive, lasting and proper solution of the Syria issue at an early date.
