The following is an explanation of a comfortable majority in the House of Councillors.

A comfortable majority allows a ruling party or coalition to take the chairperson posts of all standing committees in the chamber while securing half or more members in each committee.

A total of 129 seats are currently necessary to achieve the majority in the 242-member upper house.

The majority allows a ruling party or bloc to avoid bills being voted down by opposition parties, helping an administration to implement policies smoothly.
