SEOUL, March 24 (Yonhap) -- Complaints against unfair practices regarding employment and payments account for the largest share of the civil petitions filed with the government portal site over the past six years, the civil rights commission said Sunday.
According to the data compiled by the Anti-Corruption and Civil Rights Commission (ACRC), a total of 5.91 million cases have been filed with the "e-people" Web site (www.epeople.go.kr) since 2007 when the government launched the official petition site. The ACRC is in charge of operating the online venue.
The number of cases filed has been on the steady increase from 554,000 in 2007 to 866,000 in 2009 to 1.25 million in 2011 and 1.47 million in 2012, the ACRC said.
Of the petitions, complaints related to employment or payments topped the list, with 12.8 percent, the ACRC said. Those include issues of severance packages, unemployment benefits and overdue wages.
It is followed by petitions about military services and benefits for veterans with 5 percent, housing issues with 3.6 percent and those regarding traffic accidents and traffic regulations with 3.3 percent, according to the commission.
"While the labor issues were the No. 1 type of complaints for both genders, the ratio of the complaints about the matter is twice as high among female petitioners as their male counterparts," said Choi Chang-woo, an ACRC official in charge of the analysis.
While some 30 percent of the complaints have been received from women, the employment and wage problems topped the list with 21 percent, followed by childbirth and raising children with 6.3 percent, and housing problems with 3.4 percent, the data showed. Among those from male citizens, the labor issues took up 10.3 percent, followed by problems about the military service with 7.9 percent, and traffic rules with 4.7 percent, the ACRC said.
"We've developed the system to analyze the civil petitions with an aim to better reflect the voices from the citizens to the government policy," Choi said.
