The United Nations' top official on human rights says she's disappointed that China welcomed a visit by the Sudanese president this week, rather than arresting him.

The Associated Press reports from Geneva that U.N. High Commissioner for Human Rights Navi Pillay said China should have arrested Sudan President Omar al-Bashir on warrants from the International Criminal Court. Al-Bashir is wanted for war crimes and crimes against humanity in connection with genocide in the Darfur region of Sudan.

He flew to Beijing this week to meet with Chinese President Hu Jintao, who pledged to stand by his regime in the face of an upcoming separation from South Sudan.

"There is a duty and a responsibility on the part of every government including China to assist the court in bringing to justice individuals who have been indicted by the court," Pillay was quoted as saying. "It's disappointing when states do not deliver on this responsibility."
