BEIRUT, Lebanon — The Islamic State’s offensive against Kobani began quietly, almost unnoticed in the international press, in July of last year. The group’s fighters had just swept through large parts of north-western Iraq, sending the ill-prepared and ill-motivated Iraqi army fleeing and capturing many heavy weapons in the process.
