Are meters needed to charge electric vehicles in private homes?

Electric and hybrid vehicles are hitting the streets in growing numbers. Cities worldwide are beginning to incorporate public charging stations to accommodate them. But, when it comes to the topic of incorporating the charging stations into the home, people are sharply divided.

Charging stations in public areas can be paid for using a meter system. It’s been proposed that a similar structure be implemented for charging electric vehicles at private homes, though the prospect has raised more than a few objections.

Homeowners that choose to have a charging stations could regulate who uses the station with a meter, so they don't have to foot the entire bill. The division of electricity costs between roommates could be handled as in pre-electric vehicle charging days, and visitors could potentially be charged on their own dime. Some don't think that's very hospitable, though. Few homeowners would ask a guest to help pay the water bill because they took a shower; many feel the same should apply to electricity use.

Some municipalities have been exploring how they could implement a system for home-charging meters. It’s a source of controversy, since it would be a waste of tax-payer money to establish a system that might not be necessary.
