The ADT arranged for the villagers of Shobo Khel and Zanda Khel to be paid to construct the dams, which will provide improved irrigation and erosion control to both villages. Here village men wait beside one of the check dams they built. The small rock dams are designed to be somewhat porous, slowing the steep seasonal stream down so the water can be better utilized, as well as reducing soil erosion and downstream silting. When the ADT arrived at the job site for one of their many unannounced Quality Control/Quality Assurance visits, they discovered the contractor did not have an on-site engineer, as specified by the contract and Afghan law. Instead, the local headmaster pictured here was voluntarily supervising the villagers. (Douglas Wissing/GlobalPost)

Following up on their promise to the villagers, the ADT hydrologists and commander demanded the contractor immediately come to a nearby government district center for a meeting. Here Col. Kevin Sari lays down the law to the contractor. According to the villagers, the contractor and engineer returned to the job site and are now actively monitoring construction.
