The owner of the Empire State Building, Malkin Holdings, plans to raise up to $1 billion in an initial public offering on the 102 story Manhattan landmark. The One World Trade Center building is due to be completed in 2013 and will be 105 stories, making it the tallest building in the Western Hemisphere.
