The outreach work is much more than a fresh start or a new job for the CHAMPS, who have all histories of incarceration or substance abuse. The cause hits close to home. Nearly everyone we meet in Anacostia knows someone who is HIV positive or that who has died from complications related to the disease. Here, Dwayne Williams supervises street outreach.
