Was the Boston lockdown an overreaction?

On Friday, Massachusetts Governor Deval Patrick shut down public transportation and told everyone to stay inside in Boston and several surrounding suburbs, as authorities continued their search for the second Boston Marathon bombing suspect. Eventually, police found Dzhokhar Tsarnaev hiding in a boat in a Watertown backyard on Friday evening. Was the citywide lockdown appropriate? Did it go too far?
