CARACAS — Venezuela's capital now hosts a 170-foot-high brilliant white structure, shaped like a ramp leading to a convex wall. It's the $130 million mausoleum built in homage to historic freedom fighter Simon Bolivar, commissioned by cancer-stricken President Hugo Chavez. Venezuelans are asking whom it's really for.
