Once a giant, Russia struggles in the small-arms market

MOSCOW — This country may have given the world the Kalashnikov assault rifle, but if you believe Russia still dominates the global small arms industry, you’d be wrong. The country that funneled huge stockpiles of weapons to its allies during the Cold War has its crosshairs on very different markets today: Canada and Europe and the United States, the world’s largest market for civilian arms.
