BEIJING — China has a bold new strategy for Zimbabwe: courting the opposition. The new policy is illustrated this week by the first-ever visit to China of Morgan Tsvangirai, the Zimbabwean opposition leader now in an unwieldy coalition government with Robert Mugabe. He was invited by Beijing in an apparent move to improve ties ahead of upcoming elections.
