South Korea seeks approval to resume whaling

TOKYO — Meetings of the International Whaling Commission are rarely happy affairs. Ever since the body voted to ban commercial whaling in 1968, its annual gatherings have been characterized by rancor between pro- and anti-whaling nations, accusations of vote-buying and repeated threats of walkouts. This year's meeting in Panama is no different.

In a clash between the activists and whalers, the environmental conservation group Sea Shepherd claimed two of its crew were struck in the shoulder with grappling hooks and another person was hit twice in the face with a long bamboo pole.
