JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu made no mention at a public appearance on Sunday of Israeli air strikes on Syria in recent days but spoke pointedly about a commitment to keeping Israel secure. "(My father) taught me that the greatest responsibility we have is to ensure Israel's security and guarantee its future," he said, dedicating a highway interchange named after his late father, Benzion Netanyahu, a historian who died a year ago.

It was the second time in just three days that Netanyahu has publicly mentioned the possibility of holding a nationwide vote on an eventual accord and came as U.S. Secretary of State John Kerry met Israeli politicians in Washington to discuss talks.

Israel's Peace Now settlement watchdog also said there had not been any tenders for new West Bank construction published since the start of the year. Neither Netanyahu's office, nor the housing ministry would comment on the army radio report, which said the premier had gone back on a pre-election pledge to push ahead with thousands of new settler homes if reelected.

Abbas will stay in China through Tuesday, the state news agency Xinhua reported, while Netanyahu is due to arrive in the financial hub of Shanghai on Monday for two days and then visit Beijing until Friday.

But a Palestinian envoy said Israel had responded to the new overtures with "colonization and confrontation." Livni, who is also Israel's justice minister, said after talks with UN leader Ban Ki-moon that a freeze on peace negotiations since September 2010 could thaw with the latest Arab League initiative, which was announced after a meeting between Arab ministers and US Secretary of State John Kerry.
